Judge In Son J. Loving was sworn in as a Cleveland Municipal Court judge on December 4, 2025, and assumed office on January 1, 2026. 

A graduate of Beaumont School, Judge Loving earned her undergraduate degree in Psychology, with a minor in Political Science, from John Carroll University. She earned her Juris Doctor from the University of Akron School of Law.

Admitted to practice in the Northern and Southern Districts of Ohio and the United States Court of Appeals for the Sixth Circuit, Judge Loving brings over sixteen years of experience across municipal, common pleas, and federal courts to the Cleveland Municipal Court. 

Judge Loving began her legal career in private practice, representing both plaintiffs and defendants. She later served as a Judicial Staff Attorney for the Cuyahoga County Court of Common Pleas and prior to assuming the bench was a Senior Assistant Attorney General with the Ohio Attorney General’s Office. Her diverse legal background has provided her with a comprehensive understanding of court operations and the judicial system.

A first-generation college and law school graduate from East Cleveland, Judge Loving values mentorship and community engagement. She co-chairs the Cleveland Metropolitan Bar Association’s 3Rs Program, coaches a high school mock trial team, and is a proud alumna of the CMBA Leadership Academy and the Ohio Women’s Bar Foundation Leadership Institute. She previously served on the board of the Asian American Bar Association of Ohio and is a member of the NAACP (Cleveland Branch), National Asian Pacific American Bar Association, National Council of Negro Women, National Congress of Black Women, Norman S. Minor Bar Association, Ohio Black Judges Association, and several bar associations and legal organizations throughout Ohio.

Judge Loving’s judicial philosophy is grounded in fairness, diligence, sound judgment, and respect for the rule of law. Her background and experiences have shaped her understanding that individuals who come before the Court often face complex and challenging circumstances. She remains committed to treating all individuals with dignity and ensuring that proceedings are conducted fairly, impartially, and in accordance with the law.
