The Cleveland Municipal Court Welcomes Three New Judges

Judge Brett E. Horton Joins the Cleveland Municipal Court

The Honorable Brett E. Horton was sworn-in as a Cleveland Municipal Court judge on Tuesday, December 2, 2025 in courtroom 17A of the Carl B. Stokes Federal Courthouse by the Honorable Charles Fleming. 

A lifelong Clevelander, Judge Horton is a proud father of two sons and a graduate of Benedictine High School. He earned his bachelor’s degree in political science from Morehouse College, where he was instilled with values of leadership and service—principles that have shaped his life and career. After graduating from Morehouse College in Atlanta, he returned home to Cleveland where he earned a law degree from Case Western Reserve University. With 30 years of legal experience, Judge Horton has had the privilege of representing key organizations that serve Cleveland, including the City of Cleveland, the Cuyahoga Metropolitan Housing Authority, the Cleveland Metropolitan School District, and Step Forward.

Judge In Son Loving Joins the Cleveland Municipal Court

The Honorable In Son Loving was sworn-in as a Cleveland Municipal Court judge on Thursday, December 4, 2025 at the Cuyahoga County Courthouse by retired Cuyahoga County Common Pleas Judge Shirley Strickland Saffold. 

For over 15 years, Judge Loving has represented clients at every level of the court system – from municipal to federal – and has briefed and argued cases before appellate courts. Her career includes both private practice and public service. She previously served as a Judicial Staff Attorney for the Cuyahoga County Common Pleas Court and most recently as a Senior Assistant Attorney General in the Ohio Attorney General’s Office.  

Judge Loving earned her undergraduate degree in Psychology, with a minor in Political Science, from John Carroll University. She later received her Juris Doctor from the University of Akron School of Law. Judge Loving lives in Cleveland with her daughter, Allison.


Judge Khalilah A. Lawson Joins the Cleveland Municipal Court

Judge Khalilah A. Lawson was sworn-in as a Cleveland Municipal Court judge on Friday, December 5, 2025 at the St. Paul A.M.E. Zion Church by Cleveland Municipal Court Administrative and Presiding Judge Michelle D. Earley. 

Over a decade of Judge Lawson's life has been committed to public service and the practice of law. She has served as Magistrate for the Cuyahoga County Probate Court, Volunteer Magistrate for the East Cleveland Juvenile Diversion Program, Cuyahoga County Assistant Prosecutor, Criminal Defense Attorney, a Personal Bailiff and most recently as Senior Magistrate for the Cleveland Municipal Court.

Judge Lawson is a graduate of Collinwood High School and earned a bachelor's degree from Grambling State University and law degree from Cleveland State University College of Law. Judge Lawson is a loving wife, mother, and the daughter of Rev. Randy Reed and First Lady Carol Reed.
