The Honorable Emanuella Groves
The Mental Health Specialized Docket, under the direction of Judge Emanuella Groves, graduated five participants on Thursday December 12, 2019 at the Court's East Side Satellite Office.
The Mental Health Docket operates in cooperation with area community mental health agencies to provide intensive supervision to offenders living with the challenges of mental illness. The Cleveland Municipal Court has recognized the need for behavioral health services, case management and supervision for clinically diagnosed mentally ill and/or developmentally disabled offenders to remain in the community and function as healthy, law-abiding citizens and to reduce the likelihood that they will come back into the criminal justice system as offenders.
Human Trafficking Specialized Docket

On Monday December 16, 2019 Judge Marilyn Cassidy celebrated four Human Trafficking Specialized Docket (a.k.a. F.L.Y. or Freedom Lives in You) participants who recently completed their F.L.Y. program requirements.
The HTSD was developed to address the needs of adult victims of human trafficking who are forced, compelled or coerced to engage in criminal activities that result in their involvement with the City of Cleveland’s criminal justice system. The mission of the HTSD is to establish an integrated approach to provide services and treatment necessary for trafficking victims to regain control of their lives.

Veteran's Treatment

On Tuesday, December 17th the Cleveland Municipal Court Veterans Treatment Specialized Docket graduated two participants. The Veterans Treatment Docket serves active-duty military service members and veterans who have become involved with the court. The VTD facilitates access to various treatment programs and fosters interaction with other veterans (Veterans Mentoring Program) helping to ensure that those who have served in our military forces receive the services they need and deserve.
In addition to today's graduation, the Veteran's Treatment Docket was visited by Cuyahoga Community College history professor Rania Assily. As part of their coursework, Professor Assily's students record interviews of war veterans and publish the recordings on the Tri-C Crile Archive Center for History Education website. At the beginning of today's Veteran's Treatment Docket, Professor Assily invited docket participants and mentors to be interviewed for the Crile online archive and several expressed interest in sharing their story.
The Veteran's Treatment Docket serves active duty military service members and veterans who have returned to civilian life with significant psychical and mental trauma that may have contributed to their involvement with the court. Participants are provided with access to various treatment options along with a six-month mentoring program that provides one-on-one mentoring sessions designed to give veterans much needed support and feedback from another veteran.
Community Court Docket
The Honorable Suzan Marie Sweeney
Community Court celebrated its latest achievement ceremony on Tuesday, December 17, 2019 with four participants graduating from the program.
The Community Court Docket responds to quality-of-life crimes by ordering offenders to pay back the communities they harmed through visible community service projects like painting over graffiti, beautifying neighborhood parks and cleaning litter. This program also links offenders to services designed to help address underlying issues fueling their criminal behavior including, drug and alcohol treatment, mental health services, job training and public benefits.
